It looks like these utilities are participating, I’m not sure if any others are: Arizona Public Service – Arizona, Atlantic City Electric – New Jersey, Baltimore Gas and Electric – Maryland, CenterPoint Energy – Texas, Delmarva Power – Delaware, Maryland, and Virginia, Idaho Power – Idaho and Oregon, Nebraska City Utilities – Nebraska, Omaha Public Power District – Nebraska, Oncor – Texas, Pepco – Maryland and Washington, D.C., and Sacramento Municipal Utility District – California
